PICO Holdings, Inc. (Nasdaq: PICO) announced today that it has secured a $100 million non-recourse, senior secured construction loan facility and completed the acquisition of Northstar Agri Industries. PICO previously announced this transaction in its press release on September 21, 2010 . Northstar Agri Industries is an agribusiness concern that will build and operate a canola processing plant with an integrated refinery near Hallock, Minnesota . The plant is expected to be operational by the fourth quarter of 2012....

Guaranteed Maximum Price construction, engineering, and technology contracts have been executed with Karges-Faulconbridge Inc. , McGough Industrial Construction LLC, and Crown Iron Works. Each of these firms has significant prior experience in the industry. Construction is scheduled to begin on January 10, 2011 .

KFI was awarded a GSA Comprehensive Professional Engineering Services (CPES) Blanket Purchase Agreement (BPA) GS-23F-PE021on May 26, 2010. KFI along with its small business partner, McFarlane, Inc. from Grand Forks , ND was one of 21 contractors selected to participate in this new GSA energy services purchase program.

The KFI/McFarlane team offer services in 3 federal regions;

Great Lakes Region 5 ( Illinois , Indiana , Michigan , Minnesota , Ohio , and Wisconsin )

Heartland Region 6 ( Missouri , Kansas , Iowa , and Nebraska )

Rocky Mountain Region 8 ( Colorado , Montana , North Dakota , South Dakota , Utah , and Wyoming ).

All BPA holders are thoroughly screened by GSA and are qualified to provide federal agencies with support as they plan and implement Federal mandates such as Executive Order 13423 and 13514 or manage energy projects funded by the American Recovery and Reinvestment Act (ARRA) of 2009 .
